Please find attached a comprehensive analysis of Michigan’s sales tax and its effect on transportation investment. This paper, which was written by Ken Sikkema of Public Sector Consultants on behalf of the Michigan Infrastructure & Transportation Association (MITA), lays out the constitutional restrictions, allowances, and legislative authority on the collection and distribution of the Michigan sales tax. It also provides data with regard to the revenues collected from the sales tax.

This analysis is not a specific endorsement of a single idea, but rather an effort to clarify the facts and details surrounding Michigan’s constitutionally earmarked sales tax. This information is being made available to help identify and assess options for increasing transportation investment in Michigan.
