Rick Snyder's achievements might not sit well with every Michigan resident, but no one can say the governor didn't change state government during his first year in office. When he delivers his second State of the State speech Wednesday, the governor can point to examples of success. ... There is one goal the governor set that wasn't achieved. Michigan's roads need fixing, and Snyder's best bet for generating improvement money was a failure. His second Detroit-Windsor bridge proposal contains a substantial incentive. Canadian officials are willing to contribute $500 million to Michigan if the project is approved. Snyder hopes to use the money to secure federal highway funds to improve the state's deteriorating infrastructure. Snyder's Republican allies in the Legislature are lukewarm at best to the idea of a second bridge.

When Snyder delivers his speech next week, he must address the future of Michigan's roads. If this state is to pursue an economic recovery, its infrastructure must be an aid, not an obstacle. ... Snyder has proven he can win support for his plan to reinvent Michigan. Tackling the state's bad roads could prove to be his biggest challenge. It's time to devise an improvement plan.
